This activity is intended to stimulate policy support at the national level so as to secure tenure and/or access rights for local communities to manage forests and watersheds. This is essential if conflict and illegal logging are to be reduced. Better collaboration between local and national government will also be encouraged so as to support responsible community-based forest management and for adapting ESP best practice to sites across Indonesia. ESP does not expect to achieve policy reform during the initial phase of the program, but hopes to lay the groundwork so that so reform will be possible in the future.
