After a watershed has been identified, a Watershed Management Forum established, and a list of intervention options drawn up, an integrated watershed plan is prepared so as to ensure long-term solutions and broad-based integration between the work of governmental and non-governmental institutions from the national down to the local level. A Watershed Management Plan is based on the principle that that the watershed is of interest to everyone who has a relationship to a particular body of water, and will hopefully provide a basis for building alliances between diverse users of water to help them solve problems cooperatively through public participation. Within a single watershed, the problems may include water shortages, floods, erosion, sedimentation and water pollution.
