ESP Final Report - December 2004-January 2010This document represents the final comprehensive summary report for the Environmental Services Program (ESP), covering program start-up in December 2004 through to program closedown in March 2010. This combined final report is presented in four main sections. Section 1 provides an introduction to ESP program objectives, approaches, and lessons learned. This is followed by a summary of all major program achievements and summaries from each HPP and technical component.

Section 2 presents a more detailed description of each of ESP’s regular High Priority Provinces (HPPs), from mobilization to close-out. Each HPP will introduce their program approach, defining program activities, significant comprehensive accomplishments and sustainable impacts.Section 3 describes comprehensive achievements at the national level, including technical components and overall program management. Cross-references link Sections 2 and 3 to highlight program integration and address how regionally-specific activities, particularly PDAM and Small Grants achievements, are inextricably connected tnational component support. Section 4 reviews the status of key program indicators in accordance with the ESP Performance Monitoring Plan.

ESP’s Watershed Management and Biodiversity Conservation Component contributes to stabilizing and improving the supply of water to urban and periurban population centers in West Java, Central Java, East Java, North Sumatra and Nanggroe Aceh Darussalam. This five-series toolkit is based on the inputs of ESP staff and stakeholders and draws from nearly five years of field experience. The toolkit includes a broad range of best practices and lessons learned intended to upplement already existing government guidelines. It is expected that users of this toolkit can adapt and apply these practices to fit their unique opportunities and achieve more successful and effective watershed management.

Contract Modification #14 refers to the Eastern Indonesia expansion and overall program extension, and focuses on expanded access to clean water and sanitation services in the three eastern Indonesian cities of Ambon, Jayapura and Manado as well as an overall program extension through March 2010.

Performance Monitoring Plan Second EditionThis document is a revision of the first approved PMP document, which was published in August 2006. This revision incorporates changes to the technical direction of ESP as set forth in Contract Modification #8, in July 2007. Most significantly, Contract Modification #8 led to a revision of wording and coding of a number of ESP outcomes. This revised PMP document follows the structure of the current ESP Annual Work Plan, with indicators at the following levels:

ESP Conservation Assessment and Action PlanThis report documents the approach adopted to assess biological values as a contribution to ranking and prioritizing high priority areas. In doing so, it makes several reasonable ecological and practical management assertions. Namely, that land that is rehabilitated by planting of trees, particularly with mixed species, will advantage biological diversity compared to land that is degraded or has been converted to non – forest agricultural monospecies crops.

r-0075-esp-atlas The ESP Atlas for High Priority Provinces provides base maps used in initial site selection and decision-making, and demonstrates the importance of GIS for ESP. For each HPP, six maps are presented. Maps cover physiographic and watershed area boundaries; watershed and district/municipality boundaries; general land use and protected areas; population distribution, disaggregated by incidence of poverty; mortality rates of five main diseases; and initial priority areas for ESP activities. An additional map of damage area caused by the tsunami is included for Aceh.
