This document represents the final comprehensive summary report for the Environmental Services Program (ESP), covering program start-up in December 2004 through to program closedown in March 2010. This combined final report is presented in four main sections. Section 1 provides an introduction to ESP program objectives, approaches, and lessons learned. This is followed by a summary of all major program achievements and summaries from each HPP and technical component.
Section 2 presents a more detailed description of each of ESP’s regular High Priority Provinces (HPPs), from mobilization to close-out. Each HPP will introduce their program approach, defining program activities, significant comprehensive accomplishments and sustainable impacts.Section 3 describes comprehensive achievements at the national level, including technical components and overall program management. Cross-references link Sections 2 and 3 to highlight program integration and address how regionally-specific activities, particularly PDAM and Small Grants achievements, are inextricably connected tnational component support. Section 4 reviews the status of key program indicators in accordance with the ESP Performance Monitoring Plan.

This revision incorporates changes to the technical direction of ESP as set forth in Contract Modification #13 of September 26, 2008, and Contract Modification #14 of December 3, 2008. Contract Modification #13, or the Aceh-Papua Add-On, refers to additional work in the provinces of Aceh and Papua to support their Governor’s achieve development visions that balance forest conservation and sustainable natural resources management with pro-poor livelihoods development. This report documents the approach adopted to assess biological values as a contribution to ranking and prioritizing high priority areas. In doing so, it makes several reasonable ecological and practical management assertions. Namely, that land that is rehabilitated by planting of trees, particularly with mixed species, will advantage biological diversity compared to land that is degraded or has been converted to non – forest agricultural monospecies crops.
The document contains result of a formative research conducted by ESP with the technical assistance of the Johns Hopkins Bloomberg School of Public Health/Center for Communication Programs, in order to obtain a detailed picture of the local hygiene practices and the factors facilitating and inhibiting these hygiene behaviors.

The purpose of this report is to provide some guidance on facilitation of watershed management planning processes, and development and implementation of effective management plans necessary to achieve ESP objectives as well as to ensure long-term sustainability of ESP work into the future.
This Agroforestry ToT Curriculum was prepared by a small team during the period mid-February to early April 2006. The preliminary work of the team, up to early March can be found in the Inception report (Annex 1). Since that time the work of the team has focused on refining the themes for the Agroforestry ToT curriculum and preparing supporting materials.
This report contains detailed mechanism that ESP proposed to finance water, sanitation and related environmental services with third-party long-term loans and securitization offerings, referred to as the Indonesia Water Fund. ESP has developed the proposal with PT. Danareksa, an investment house. These arrangements attracted support from MoF and GOI agencies.
The objective of this work was based on concepts developed during a 2005 Scoping Study for ESP. The results are presented in this report: Concept 2: Water Quality Management - Hydrochemical Evaluation Program. A premise of this concept was to develop of a total chemical loading model for the main stream of Kr Aceh. This report presents the design, methodologies used, and results of this study. This report contains result of a task to identify opportunities to strengthen its contribution to diarrhea prevention, especially for vulnerable women, young children, and poor families. The result is recommendations for ESP operations and activities, staff and partner capacity building, and integration with resources from but not limited to USAID/Basic Health Services partners.
The objective of this study is the assessment of nine Centralized Wastewater Treatment Systems. Comparison is done on four major topics: financial (revenues and cost), management, technical, and institutional. The report consists of one main report and individual reports on every plant. 
This action plan has been developed to recommend procedures by which the ESP-USAID project can have a meaningful role in the implementation of effective solid waste management in Aceh Province and in other areas in which the ESP-USAID program is active.
The assessment was carried out by field observations and discussions with the community, community leaders, facilitators, and ESP colleages in aforementioned regions. The facts and findings for each particular site are examined in the second chapter, while the challenges and recommendations are systhesized in the third chapter, aiming to be lessons learned on community based solid waste management. A spreadsheet is also attached to summarize comparative assessment of the studied community based solid waste management sites.
Environment Services Program (ESP) aims to improve health through increasing access to clean water. A way to do it is through enhancing the performance of the PDAM (Perusahaan Daerah Air Minum - Indonesia Water Supply Company). Assessment is required to determine certain PDAM branch and suitable program to improve their capacity and performance.
The objectives of the gender needs assessment (GNA) were to produce recommendations to strengthen the three core ESP components from a gender perspective and to begin building staff capacity in gender mainstreaming by conducting the GNA with the participation of ESP staff and partners.
USAID has identified Aceh Province as a Special Concern and Imperative Area due to the overarching technical and programmatic imperatives for environmental services following the earthquake/tsunami on 26 December, 2004. USAID intends for ESP to inform USAID’s Basic Human Services Team of the opportunities and constraints for implementing ESP in Aceh Province.
The ESP Atlas for High Priority Provinces provides base maps used in initial site selection and decision-making, and demonstrates the importance of GIS for ESP. For each HPP, six maps are presented. Maps cover physiographic and watershed area boundaries; watershed and district/municipality boundaries; general land use and protected areas; population distribution, disaggregated by incidence of poverty; mortality rates of five main diseases; and initial priority areas for ESP activities. An additional map of damage area caused by the tsunami is included for Aceh.
This financial feasibility assessment of the medium-term investment program of PDAM Kabupaten Bogor serves as a basis for mobilizing financing for the investment under a guarantee facility to be provided by the Development Credit Authority (DCA). The concept of financing through a partially securitized, domestically mobilized bond issue has met with considerable enthusiasm by the government. This Work Plan describes ESP’s work in Nanggroe Aceh Darussalam for the period of October 2005 through September 2006, with additional background on overall strategy as well as annualized project targets through the life-of-project.
The purpose of this assistance was to identify & recommend spatial planning applications & training that foster participation & improved management for ESP. This assistance follows previous GIS needs assessment & is part of capacity building activities aimed at expanding GIS role from on-demand mapping to a strong spatial planning team with active advisory and planning role for ESP.
The Training on Census for Drinking Water is aimed to improve the knowledge of staffs who involved in the census process. The training is designed for enumerators, data entry staffs and field coordinators. This report is only available in Bahasa Indonesia.
This report presents a preliminary assessment of the investment programs of PDAM Kabupaten Bogor using as reference the Sub-Project Appraisal Report (SPAR) prepared under the Water Supply and Sanitation Project (WSSP). This report described the cooperation between the municipal water supply company of Tanah Datar district in West Sumatra (PDAM Tanah Datar), and the commercial bank, PT. Bank Rakyat Indonesia (Persero) Tbk (BRI). The two parties have entered into a Cooperation Agreement aimed at providing micro-credit to new PDAM customers for financing of water connections to the water company’s supply lines.
This report evaluates cost estimate or investment required to develop east Bogor water supply system, therefore the author has visited to PDAM Tirta Kahuripan Kabupaten Bogor for discussing, collecting data, and observing project area as well as consultant has studied SPAR Kabupaten Bogor report and other relevant reports.
The Studi from North Sumatra provides samples of steps taken during ESP’s Participatory Livelihood Assessment. At least 1,277 people from 56 community groups took part in the process. The case study recorded the process in a condensed way, from participant selection to action plant using North Sumatra site as the example. This report is only available in Bahasa Indonesia.
This report was done as basis for PDAM to seek the most suitable financing scheme for their planned capital investment. The proposed capital investment consisted of reservoir capacity, transmission network and distribution and reticulation system to accommodate new connection.

In order to help GIS team perform effectively to operate vector & raster GIS software; develop, implement & communicate with spatial planning tools, monitor & report on project activities & results, this consultancy provided training in vector based software, introduction to some spatial planning methods used by DAI, introduction to project activity monitoring using internet mapping systems.
The objective of this study (a Scoping Study on Water Resource Development and Protection) was to develop concepts that was consistent with ESP’s on-going programs in Aceh for watershed management, service provision, and alternative financing support for water authority capacity building, information system development, training, environment.
Absence of policy and tangible actions in water management that appreciate the role of Gede-Pangrango National Park (TNGP) in ensuring water availability for downstream population, industries and electricity drove ESP to work with TNGP and local NGOs to study direct water users of TNGP, usage patterns and form a water user group that is committed to conserve the TNGP area.
