Who are eligible for an ESP-SGP grants ?
- Only international, national, local non-government organizations, university, community organizations, and other civil society partner, preferably from the respective region, may apply for a grant
- In addition, the organizations must be in good standing and have record of achievements in watershed management and biodiversity conservation, environmental service delivery, and environmental service finance. Also, they must have a good record of financial probity
- And furthermore, organizations shall be legal entities
Who are NOT eligible for an ESP-SGP grant ?
ESP-SGP grant may not be awarded to:
- Any governmental agency/affiliated with governmental agency
- Any entity affiliated with the Contractor or any of its directors, officers, or employees
- Any military organizations such as TNI or entity affiliated with TNI
- Any political party organization
- Any government sponsored cooperatives
- Any labor unions
- Individuals
- Consortium, forum, and community-based organization (CBOs)
Community based Organizations
How can potential community-based groups obtain funding support from ESP ?
Community-based groups may collaborate with eligible and potential grantee to apply for an ESP-SGP grant. When grant is awarded, the eligible grantee is responsible for the grant management and financial reporting.
Minimum Eligibility Criteria
What are the Minimum Eligibility Criteria for submission of a grant application ?
Grants may be awarded on both a solicited and unsolicited basis. The minimum eligibility criteria for the submission of a grant application are as follows:
- Applicant shall be from NGOs (International, national, and local), universities, community organizations, and other civil society partners
- Proposed activity does not exceed $25,000 USD in cost
- Proposed activity must meet at least one of the ESP objectives
- Proposed activity must be located in the ESP priority provinces or special imperative areas
- Proposed activity must contain expected outcomes and results consistent with and linked to ESP results framework
- Proposed activity must provide cost-sharing of at least 10% of total funding either in cash or in-kind contribution or a combination of cash and in-kind contribution
How to Apply
How can potential grantee apply for an ESP-SGP grant ?
Applications for grants will generally fall into 1 of 3 categories:
- Applications solicited through a full and open request for assistance (RFA). The Contractor anticipates issuing full and open requests for assistance for awards that are more general in scope and larger in magnitude.
- Applications solicited directly from a pre-selected NGO or group of NGOs or group of ESP partners. The Contractor anticipates utilizing sole-source and limited competition for activities with specific scopes of work within a defined geographic area.
- Unsolicited applications. It is expected that, from time to time, organizations familiar with the ESP Project may submit unsolicited requests for funding. Such submissions will be evaluated on a case by case basis.
With the above application process, ESP does not provide grants application form to potential grantees. However, when applying, potential grantees shall follow the following proposal format:

When to Apply
When can potential grantees start sending their application ?
Any time of the year, potential grantees may submit their proposal application to respective ESP office at the region.

Proposal Selection Criteria
What Criteria are being used for proposal selection ?
- The objectives of this project and its discrete activities are clearly articulated.
- The project has the potential to have substantial impact on the quality of the watershed area, biodiversity conservation, and health & hygiene, and water and sanitation in urban and peri-urban areas.
- There is a clear project approach on how the project will reach its objectives.
- The proposal demonstrates a clear link to one or more of ESP objectives.
- There is a thorough and reasonable implementation plan which fits within the proposed timeframe and budget.
- The staff is well qualified.
- This organization is well established and has experience working with one or more of the following, watershed management, biodiversity conservation, agro-forestry, social forestry, livelihood, income-generating, health and hygiene, clean water delivery, sanitation and solid waste management projects.
- The project has potential to be adapted and/or replicated within or inside ESP program areas.
- The project is innovative.
- The proposed budget is reasonable and allowable.
- The project focuses also on gender issue.
Review Committee
Where and who is reviewing the grant proposal ?
- ESP establishes grants Reviewing committee :
- At Regional Level
- At National Level
- At the regional and national level, all members are ESP Staff, except an additional USAID representative at the national level
- The Grants Committee will have administrative, technical, and financial review responsibilities
